AllScopedOperationsHandler

Handles AllScopedOperationsRequirement by verifying that the current principal is granted all of the required scoped operations (AND logic).

Represents an authorization requirement that is satisfied only when the current principal is granted all of the specified scoped operations (AND logic).

Handles AnyScopedOperationRequirement by verifying that the current principal is granted at least one of the required scoped operations (OR logic).
